安民

原文

不尚贤,使民不争;不贵难得之货,使民不为盗;不见可欲,使心不乱。是以圣人之治,虚其心,实其腹,弱其志,强其骨。常使民无知无欲。使夫1知者不敢为也。为无为,则无不治。

不尚贤,使民不争;不贵难得之货,使民不为盗;不见可欲,使民心不乱。贤,犹能也。尚者,嘉之名也。贵者,隆之称也。唯能是任,尚也曷为;唯用是施,贵之何为。尚贤显名,荣过其任,为而常校能相射。贵货过用,贪者竞趣,穿窬探箧,没命而盗,故可欲不见,则心无所乱也。是以圣人之治,虚其心,实其腹,心怀智而腹怀食,虚有智而实无知也。弱其志,强其骨。骨无知以干,志生事以乱,心虚则志弱也。常使民无知无欲。守其真也。使夫知者不敢为也。知者谓知为也。为无为,则无不治。

(Keeping the people at rest) Not to value and employ men of superior ability is the way to keep the people from rivalry among themselves; not to prize articles which are difficult to procure is the way to keep them from becoming thieves; not to show them what is likely to excite their desires is the way to keep their minds from disorder. Therefore the sage, in the exercise of his government, empties their minds, fills their bellies, weakens their wills, and strengthens their bones. He constantly (tries to) keep them without knowledge and without desire, and where there are those who have knowledge, to keep them from presuming to act (on it).
